Right of Way
To provide for the health, safety, and welfare of its citizens, and to ensure the integrity of its streets and the appropriate use of the right-of-way, the city strives to keep its rights-of-way in a state of good repair and free from unnecessary encumbrances.
The City of Detroit Lakes requires a permit for both Excavation of the right-of-way and obstruction.
Regarding Right-of-way Excavation Permits and winter construction (November 1st to May 1st)
Subd. 7. Of the R.O.W. Management Plan
Winter Construction. Between November 1st and May 1st all trenches, within a roadway or other finished surface, must be back filled with an approved granular material and compacted in six inch lifts or layers from main or sewer to at least one foot back of curb line. The upper 8 inches of back fill shall consist of a temporary surface of crushed course aggregate or bituminous material, or other such approved material that will provide a suitable temporary surface. Such temporary surface shall be routinely graded or otherwise maintained to provide for a suitable driving surface reasonably free of excessive ruts, bumps, potholes, wash boarding or other such nuisance.
Right-of-Way Permits are typically processed within 5 business days.
